Orange Roaming Broker: supporting the new dynamics of roaming

2026-10-19

Orange Wholesale will be launching Orange Roaming Broker, a new offer designed to support operators in managing their international connectivity at WAS #24.

Bénédicte David, EVP of the Wholesale Line of Business at Orange Wholesale, shares her perspective on the changing roaming landscape and opportunities  related to travel eSIM.

1. How is the roaming market evolving?

As worldwide travel continues to grow (with international trips expected to increase by 6% by 2030, despite a slight slowdown this year), connectivity is now seen as a service as essential as transportation or accommodation.. New players — notably travel eSIM providers — are disrupting established models by offering a different way to stay connected, with new value propositions that are propelling the international travel connectivity market.

At the same time, 5G and the Internet of Things keep thriving, supported by digital transformation within organizations worldwide. Finally, the cross-border connectivity market — namely roaming — is expanding rapidly, with traffic exchanged between operators surging.

2. How is this situation reshaping the rules of the game for roaming players?

The rollout of eSIM is significantly reshaping travel connectivity. Historically, telecommunications services have been centered on domestic markets: in each country, operators sell plans to residents, while international roaming agreements between operators allow their respective customers to connect to other operators’ networks when travelling abroad.

eSIM is opening this market to global players which, by relying on fully digital distribution, can reach customers around the world — provided they have access to operator  networks.

Operators therefore face a twofold challenge. First, they need to adapt domestic roaming offers for their own customers to the new standards set by eSIM players — simplicity, clarity and generous allowances. And at the same time, they must provide these new players, on a wholesale basis, with the international connectivity enabled by the roaming agreements they’ve entered

3. Why launch Orange Roaming Broker now, and what are the benefits for operators?

In a fast-changing roaming environment, monetizing one’s own network — or, conversely, purchasing international connectivity — is becoming increasingly complex.

At Orange, we have been negotiating and implementing roaming agreements for more than 25 years, so we have this expertise. We also have the strength of a Group with 26 affiliates worldwide, making us one of the leading operators in roaming. It therefore felt natural to make this expertise available to other operators, which is what we are doing with the launch of this new offer, Orange Roaming Broker.

Finally, this offer complements our existing range of roaming-related services, from the provision of connectivity services to operational services for managing route openings. It is designed to give the operators we serve the full range of services they need to manage their roaming activities end to end.

“With Orange Roaming Broker, we are making our roaming expertise available to other operators.”
