Emmanuel Rochas
CEO of Orange Wholesale International
Emmanuel is responsible for managing international connectivity and transmission for wholesale services Roaming; Messaging; Voice; Bandwidth; IP and Content Distribution; Security and Anti-Fraud. He brings to the role rich experience and expertise gained from previous positions within the Orange Group and from working for the French government. After joining Orange in 2006, Emmanuel Rochas held various posts of responsibility. He was Head of Group Strategy from 2010–2014 and he later oversaw the deployment and maintenance of the Orange mobile and fixed networks at regional level. Emmanuel Rochas participated previously in the creation of the Home line of business where he was responsible for business modelling and business performance. Emmanuel Rochas is a graduate of the Ecole Polytechnique and of Telecom ParisTech.

Jean-Louis Le Roux is a renowned expert in telecommunication networks With an extensive global telecommunications industry experience and a passion for new technologies and innovation, Jean-Louis heads Orange International Networks, the international technical direction of the Orange Group.
His teams are designing, deploying, operating & protecting all Orange international networks (transmission, routing & services). They support the Enterprise market with Orange Business, as well as the Wholesale market with Orange Wholesale (telcos and ISPs and Big tech players).
Jean-Louis also holds the position of CTIO for Orange Wholesale. Jean-Louis has over twenty five years of experience within Orange with a series of technical leadership roles in innovation and international technical organizations.
He is behind many industry pioneering moves involving network automation, softwarization, disaggregation and convergence, that have been reckoned with in the telco industry, and is also very keen on experimenting new ways of working and managing teams.
To meet our customers’ needs, Orange Wholesale is always on the move with innovation and new solutions. As an example, we’ve been revamping our user interface to deliver a true Wholesale-as-a-Platform user experience. It now includes advanced features as secure direct connection management, performance monitoring, bandwidth allocation, billing dispute management and full invoicing history. More connectivity services are made available directly online, through digital ordering !
We also help power our customers’ efforts, with such innovative connectivity solutions. Cloud Connect, a new option of our EVPL (Ethernet Virtual Private Line) offering is a perfect example of this commitment. By establishing a dedicated and private Layer 2 connection between data centers or customer premises and leading public cloud service providers, Cloud Connect bypasses the public internet to ensure higher performance and reliability for critical cloud service operations. On contents, our new Content Delivery Boost solution constitue une autre illustration de notre ambition. It benefits from our unique market position with buffered contents already present in our core network. Orange Wholesale CDB solution is backed by 200+ CDNs strategically located worldwide.
This digitalization program extends to our networks. With ongoing investments, we continually improve this software-based network to support new developments and future innovations. We can do this because we build, manage, and maintain this infrastructure ourselves as a full-service subsea operator.
We provide telecom operators and pure wholesalers with high-bandwidth, low-latency, and secure capacity for voice, mobile and data. These services are delivered through 1000 points of presence, over 450,000 km of submarine cables, 45,000 km of terrestrial fiber, 5,000 satellite antennas and 700+ roaming agreements.
